Picnik is one of the better online photo-editing tools. You can adjust your photos, add text, frames, special effects and more with Picknik.
There is even a featured section with seasonal filters. Picnik has plenty of free tools, however some effects and filters do require a paid membership to use so you'll have to pick and choose.
